I suppose each one will form a postal district; but on that point I shall have to ask the House to wait until the Postmaster General is in his place. I know that he wants to adopt the system of dividing the cities Into districts.

Oh, yes.

Is the work to be done by day's work ?
No, by contract, I think, although day's work would suit me.
Mr. HENDERSON.
If the work is to be done by contract, how is the government going to implement the promise made in the West York election that certain men would have jobs on this building. If they are going to change their policy and go back to the contract system, how are they going to bind the contractor to employ certain men to do the brick work on this building, according to the terms set forth in the recent by-election ? I think the minister should allow a litttle more latitude, so as to enable the hon. gentleman to carry out his election promises. I believe that election promises should be carried out to the fullest extent, and if a man got a promise that he would have a certain job on a government building, I think the government should see that he gets that job. Why deprive him of the wage he earned by casting his vote in a certain way ? I think the minister should let the contract for this building in such a way that the man would get his job.
If the hon. gentleman insists on the work being done by day labour, I will carry out his wishes.

Has the hon. gentleman selected the site yet ?
Not yet. I am going to send one of my best officers in a day or two to look for a site, and after he is back I will make a definite statement on the supplementary estimates as to the cost of the building.

Post office and custom-house-an ordinary public building.
