I find I was right in the suggestion I made to the Minister of Justice. The Act to which I refer will be found in the Statutes for 1888, page 263. It is not granting to the company a charter, but confirming a provincial charter and granting to the company certain powers which could be exercised anywhere in the Dominion of Canada.
