What is the minister's order with regard to vaccination ?

The rule is that the physicians on the reserves where at all possible* are supposed to keep the children vaccinated. That, like a good many of the rules in connection with the Indian reserves must be carried out with some discretion and cannot always be executed with the same exactness as in a civilized community. I may say that within the last year we have had a great deal of difficulty, because the physicians claim where there was a very large amount of vaccination to be done, that they were entitled to extra fees for it. I do not think we have paid any extra fees as yet, but that question has come up lately. The rule, as I say, is that, where possible, they are to keep the children vaccinated, but they are not bound to vaccinate the adults.

Has the minister a return of the vaccinations year by year among the Indians ?
Yes.

I understood the Indians were much averse to vaccination ?
They are in some places. But not much more than among white people. You come across some who object, but as a rule they do not make much difficulty over it.

I understand that these doctors are paid out of the Indian fund. Will the hon. minister tell us who are paid out of this vote on Manitoulin Island ?

But, if the doctors are paid out of the Indian funds, what is this
vote for ? Are there Indian bands which have no fund ?
The MINISTER OF THE, INTERIOR. We have to make a Virtue of necessity and, where the Indians have no funds, we vote the money that is absolutely necessary for the service.
Mr. SPROULE.
But this cannot be an unusual matter, because this money is voted year after year. Where are the Indians located for whom this vote is made ?
I can give the hon. gentleman the names of persons who are employed in this way where salaries are paid them, but, at present I cannot give the names of those who are paid by fees. I fancy they are scattered all over the country, and we have not a list of the names in the report. The following are paid salaries voted by parliament: Dr. J. W. Evans, $100, attending the Indians between Ohapleau and Pogamasing ; Dr. M. James, Mattawa, $200 a year, attending the Algonquin Indians north of Mattawa ; Dr. James A. MeEwan, $300 a year, attending the Oneidas of the Thames.
