Mr. BENNETT.
I find, by the report that Mr. Matheson was born in 1840.

Mr. HUGHES (Victoria).
He was an excellent officer and had only one fault-he was a Liberal.

Mr. CLARKE.
Has the minister a list of superannuations that he intends to make in the Toronto post office on the 1st of July ?
I have no such list.
Mr. BENNETT.
Is the carriage of the mails between the post office and railway station at Barrie, the courier service I referred to, now done by tender or by appointed officials ?
I think it is done by tender.
Mr. BENNETT.
I am informed that instead of being done as formerly by contract, there is now an appointed official for that purpose. My information is of such a nature that I think it is correct.
I think the hon. gentleman has been misinformed.
Mr. BENNETT.
Have any statutory additions been made in his department this year in the chief offices here ?
These estimates provide for increases in all cases where the salaries are less than $800 a year. As to cases of salaries exceeding $800, all that we propose to recommend will appear in the supplementary estimates.
Mr. BENNETT.
Then everybody with a salary of less than $800 is to be advanced ?
Only those who are deserving.
Mr. BENNETT.
How many cases are there which he considers deserving ?
I do not exercise any judgment upon that point at all. When the fiscal year is closed the superior officers wifi make their reports and the increases will depend on those reports.
Mr. BENNETT.
How many clerks in the department will come under that system ?
Every clerk in the service will come under that system, that is, his increase will depend upon the recommendation of the proper officers. There are nearly 2,000 of a staff, and many of them are at a maximum. All who are not at a maximum will be considered.
Mr. BLAIN.
Are all mail carrying contracts let by tender now ?
Not all, but as a rule they are. There are some exceptions for small distances, but as a rule we try to live up to that system.
Mr. BLAIN.
Do country postmasters receiving these small salaries give bonds to the department for the fulfilment of their duty, and what kind of bonds are given ?
Thr lowest amount exacted is $200. A post-
master suqIi as the hon. gentleman refers to would give security to the extent of- $200.
Mr. TA1 lOR. Did Mr. Matheson put in a written application ?
