I do not think that reason could be advanced in this case. The correspondence was read to-day, and there is no .*justifiable reason why it should not have been placed before the House. It all stopped years ago.

My kon. friend is mistaken in saying that it stopped years ago. He will see from the papers which I have laid on the Table that it extended down to a very recent date. It began years ago, but did not stop years ago.
