Would the hon. gentleman kindly explain this Bill ?
Mr. FITZPATRICK.
This Bill is introduced at the request of the secretary of the Railway Committee of the House of Commons to supply an omission that occurred in connection with the Bill. The name of the Great Northern Railway Company was omitted in one of the paragraphs. The paragraph is intended to give power to the Temiscouata Railway Company to sell its charter to a certain company. The Bill as introduced originally contained the name of the Great Northern Railway Company, which has been omitted. Mr. Hartney writes me a letter which I will read to the House, and which is as follows :

Dear Sir,-Inclosed is a draft Bill to amend the Act of the present session respecting the Temiscouata Railway Company, the object of which is to correct an error made by myself. It will he quite in order if so desired to introduce this Bill without notice and to pass it through the several stages at one sitting.

I do not think it necessary to deal with the Bill in that way, hut I simply introduce it to rectify this error committed toy Mr. Hartney.

Probably it would be better to introduce the Bill, give it its first reading, and then to-morrow there would be no difficulty about passing it through, all Its stages.

Hon. SYDNEY FISHER -(Minister of Agriculture) moved for leave to introduce Bill (No. 145) to amend the Animal Contagious Diseases Act, 1903.

Would the hon. gentleman (Mr. Fisher) kindly explain the purport of this Bill ?
Mr. FISHER.
This is a very short Bill to add one disease to the list of diseases held to be contagious, and which is known as Mala-die du coit, or equine syphilis, which has been found in the Northwest Territories, and which is brought in from the United States. We require to take drastic measures to try and stamp it out. The Bill also goes on to authorize us, within limits, to pay compensation in case of the slaughter of horses, the present Act only providing for compensation in case of the slaughter of cattle.

Mr. Speaker, before the Orders of the Day are called, I would like to remind the right hon. Prime Minister (Sir Wilfrid Laurier) that the Alaskan boundary papers, which were promised last week, have not been brought down.

I would like to ask also whether or not the report of Judge Winchester in regard to the matters which have been committed to him for investigation has been received or is likely to toe received at an early date ?

The report has not been received, nor am I in a position to state to-day how near the inquiry is to completion. I understand that Judge Winchester will toe in Ottawa on Wednesday of this week. I received a letter from him this morning stating that he Is at North Bay, and on Wednesday I 'will be in a position to ask him when we may expect his report.
