The attitude of the government is that as these plans have been deposited, but not approved, they cannot be brought down. I supposed this would commend itself to the sentiment of my hon. friend (Mr. Boyce) and therefore I understood that the hon. member would not proceed with his motion.

When this Bill was in committee before, I understood from the Minister of Justice that he had some observations to make on the subject, and also that he would prepare and put in proper form certain suggestions which had emanated from some members of the committee and which my hon. friend who is moving the Bill (Mr. Smith) seemed prepared to accept rather than have any further discussion. I observe that the Minister of Justice is not here this afternoon.

Borden) is quite correct ; the minister (Mr. Fitzpatrick) was to look into the point which was suggested to the House by my hon. friend from St. John and Iberville (Mr. _Demers). Unfortunately the Minister of Justice has to be absent from the House to-day and therefore I would move that the committee rise, report progress and ask leave to sit again.
