Between inhumanity and sympathy there is a wide difference. I say that when you talk of the protection of the minority in the Northwest Territories, it is the Catholic minority that is meant.

I am a Catholic, and i am a member of Catholic societies, and in not one of them is there any denunciation made of people of any particular faith, in not one of them is there an obligation that prevents a member from marrying a Protestant girl, or from educating bis children in the Protestant faith, or in Protestant institutions.

Is it not a fact that within the last year there have been cases where Roman Catholic children were taken out of the public schools, and their parents were told it was wrong to send them there, and they were compelled to send them to separate schools ? Yet the hon. gentleman says that educational intercourse is not prohibited.

The hon. gentleman is shifting his ground. It is not a question of whether Catholic people are justified in sending their children to Protestant schools; it is a question of finding out whether a particular sect is sympathetic to Catholics or not.

We make no appeal to the Catholic church in this Bill. The hon. gentleman has not seen any circular coming from the province of Quebec in opposition to this Bill, except the petition in favour of the Bill that was sent by the Jacques- Cartier Club of Montreal, a Tory organization, and sent out from the headquarters of Toryism in the province of Quebec. I do not blame any lion, members on the other side for exercising their right; the organizers of then-party in the province of Quebec did it to harm the government. I read this circular to show that if there is any agitation today, it comes from that side, with the object of embarrassing the government, of binding the people to the real issues of the ease, thinking by that means that they will be able to get into power. Let us read further :

The efforts made in 1896 to compel Manitoba to grant separate schools nearly drove the people of that province to rebellion.

Now I think that statement is not justified. I lived in the province of Manitoba in those days, and there could not be a more peacefnl people than they were. Of course, the minority wanted their rights ; but there is a vast difference between people going to the courts to get their rights, to get justice, and engaging in rebellion.

May I ask him if he ever read what the ex-Minister of the Interior said in the county of Haldimand when he said that if the Remedial Bill was persisted in it would drive the people to rebellion ?
