first cost of wharfs built by them in tidal waters, $5,000.
Mr. FOWLER.
I would like to say in connection with this item that it does seem to me that the time has arrived when the Dominion government should pay the whole of the cost of these wharfs. The finances of the province are not in a healthy condition and the total cost 'of works of this character constructed in other provinces is paid for by the Dominion government. I think that New Brunswick should be placed on the same footing as other provinces in respect to this matter. It is very important to navigation that you should supply these facilities to the people along the St. John river. This is just as important as it is to build a wharf at Miscou where this lobster 'industry is carried on. The St. John river is the highway of commerce running through the centre of the province of New Brunswick and, I do think the Dominion government should defray the whole cost of these wharfs instead of compelling the local government ; which is very ill able to do it, to pay half the cost.

I understand that is in virtue of an agreement between the local and federal governments. I suppose the agreement will have to be carried out until it is changed.
Mr. FOWLER.
I might relieve the mind of the minister by saying that I have not the slightest doubt tfle local government would be perfectly willing to cancel tlie\ agreement if the Dominion government would take on itself the burden of providing the whole cost. I know this custom has existed for many years, but there always comes a time when it is well to change, and it seems to me the Dominion government should now consider whether they will not provide the whole cost of these different constructions along the St. John river.

That might be discussed when we are considering the relations between the Dominion and the provinces.
