I noticed last night that in some of these estimates the minister brought down what was an unusual item- so much to pay the cost of the site of a wharf. It seems that the least a municipality could do would be to provide a site.

I do not see why the minister, with his resources, his diplomacy and his power of negotiation, should not bring that about.
