Mr. SPROULE.
Mr. HUGHES.
Has the government any plans regarding proposals to develop these springs for curative purposes?
Mr. OLIVER.
No.
Mr. HUGHES.
We know that the Spas in the Old Country are visited by hundreds of thousands of people and if we develop these resorts in the mountains, while it would primarily benefit the railway companies, it would indirectly benefit the country to a certain extent. Perhaps it is not one of the functions of the government to undertake this, but I am surprised the railway companies have not done more.
Mr. OLIVER.
The number of visitors to Banff and other resorts has greatly increased in recent years, and I think we have reason to congratulate ourselves on the progress made, considering the distance these resorts are from the centres of population. No doubt the flow of travel will increase as the time goes on.
Costs of litigation, $11,000.
Mr. ROCHE.

Mr. S. SHARPE.
What are the functions of the Solicitor General? why does he not take charge of the litigation for this department?
Mr. OLIVER.
Although the Solicitor General is very competent and versatile he is not able to cover all the ground.
Mr. HUGHES.
Is he a lawyer?
Mr. OLIVER.
Yes.
