This is being erected by a committee of citizens, who received subscriptions. The provincial government is contributing $2,50(1 and we think it not unreasonable that we should make a contribution of $4,000 towards this monument in memory of one whose public services were so great and who occupied such a commanding position as Sir Leonard Tilley.

I confess that when I read the words, 'a contribution towards the erection of a monument,5 I did not like it. It seemed to me that, considering the great work of Sir Leonard Tilley in this country, he had just as much right to be remembered by this parliament as some of those whose names have been mentioned, and I would have preferred to have seen this government erect a monument to the memory of Sir Leonard Tilley. He has erected a monument for himself, a monument that will last as long as this country lasts.

I ought to explain, for the information of my hon. friend and the

committee, that this work of erecting a monument to Sir Leonard Tilley was taken in hand a few years ago, and it is intended to erect it, not here in the capital of the country, but in the city of St. John; and the chairman of the committee communicated with this government and asked us to make a contribution. We are doing exactly what the committee appeared to prefer that we should do. I think it would not be doing justice to the feelings of the friends of Sir Leonard Tilley if we were to attempt to take the matter out of their hands.

This monument is in Sir Leonard Tilley's own province, but I think he was a man prominent enough in the history of his country, and he did sufficient in his day to entitle his name to be honoured by the erection of a monument here at the capital, where he did his great work, and where he was one of the prominent figures in the .national life of this country.

This is to continue the very important work of erecting storage dams upon the head waters of the Ottawa with a view to holding back the flood waters in order to increase the flow of the river Ottawa during the dry season. It will greatly increase the flow past the city, add very largely to the water-power, and greatly improve the navigation.

We are building dams at the foot of Lake Timiskaming, on Lake Keepawa, on Lake Quinze and on two other lakes, and we have under consideration a project of diverting into the Ottawa valley system one of the rivers which now flows northwards. I believe a great increase of flow can be got from that source
