WIRELESS TELEGRAPHY ON PASSENGER VESSELS.

BRODEUR moved for leave to introduce Bill (No. 116) to amend the Telegraphs Act. He said: The purpose of this amendment is to require that all passenger vessels shall be equipped with wireless telegraph apparatus. Every one knows of accidents which have happened, and which might have been avoided if the vessels had been so equipped. In this Bill we provide that all vessels carrying more than fifty passengers, except those plying between ports not more than 200 miles distant from each other, must have the wireless equipment.

SALE OF FLOUR AND MEAL.


Mr. JOHN STANFIELD (Colchester), moved for leave to introduce Bill (No. 117) to amend the Inspection and Sale Act. He said: Mr. Speaker, on Wednesday last, when I moved the resolution on which this Bill is based, I explained the object of the measure. It is for the purpose of compelling millers and packers to stamp the weight on each bag containing flour or meal, the term meal including rye meal, oatmeal and cornmeal. The Act at present does not make provision for the sale of flour or meal by the bag. Motion agreed to, and Bill read the first time.

There was another clause the subject of some consideration, and the Minister of Public Works suggested an amendment which it was thought would deal more satisfactorily with the question of the relative rights of the province and the Dominion. The Minister of Justice decided that on the whole that amendment might safely be adopted. Otherwise the only question is as to the title of the Bill, and I agree with the hon. member for Winnipeg that in the absence of the hon. member in charge of the Bill, it had better stand over.

Are we to understand that the Minister of Railways and Canals (Mr. Graham) is still determined not to make provision that a certain expenditure shall be made? He intimated in committee that that was his determination. Does he adhere to it?

I pointed out that this is the Canadian Northern Ontario Railway Company, with a very large capital stock of which a good deal more than 15 per cent has been expended in various undertakings. and that the usual clause calling for the expenditure of 15 per cent of the capital stock within a given time does not really apply.
