No, it 'has not. There is

some difficulty with regard to the lists. Some otf the lists of 1911 may be used under the law, but others cannot, at present. I oamnot give the exact date but a little delay is necessary in order that all of the lists may be used.

The vacancy in South Renfrew occurred on the 7th of December and the elections in Ontario took place on the 11th of December or four days later. There can be no reason why the lists which were good enough for the Ontario election, should not be good enough now.

Mr. BORDEN.

I am not prepared to admit that. I do not know that the new lists were ready at the time the Ontario elections were held.

The right hon. gentleman may presume that,

I do not presume anything, but look to the facts. My hon. colleague, the Secretary of State, (Mr. Roche), to whom I applied for information, informed me that a portion of the lists are ready and can be used, but that another portion could not be used under the law which requires that they shall be prepared or returned to the Clerk of the Crown in Chancery at least sixty days before nomination day. That is the difficulty at present.

According to -the law, when an election takes place the list in force on nomination day shall be in force sixty days- after.

Mr. BORDEN.

The result would be that the election would be held, in some parts of the county on the lists of 1910 and in others on the lists of 1911, so that in some districts a number of men entitled to vote would not be able to do so because the old lists were used.

Mr. HENDERSON.

I might observe to the right -hon. the leader of the opposition that there has been no election in South Renfrew for the Ontario House lately. Consequently no lists were used.

I did not say

they were, but- that they would have been used had there been an election.

I would like to ask a question of the Minister of Public Works regarding the Ontario and Minnesota Pulp and Paper Company. I understand that last year the then Minister of Public Works (Mr. Pugsley) issued an order to prevent this company from establishing grinding machines on the Canadian side, by which the Canadian pulp wood would be ground up and shot into a sluiceway and run across to the American side, there to be manufactured into pulp and then into paper. My information is that w'ithin thf last couple of months, this company has applied to the present Minister of Public Works (Mr. Monk) for permission to put their grinders in and take the ground wood across to the American side. Is it correct that my hon. friend has waived the rule made last year?

Mr. MONK.

That report is not correct. There has been an application recently for the ratification of the order to which -the hon. gentleman has alluded, but I have not yet been able to look into -the matter. No decision has been arrived at..

1 would ask my hon. friend not to take action in the matter without first giving the town of Fort Francis an opportunity to be heard.
