PELAGIC SEALING.

I would like to say to my right hon. friend (Sir Wilfrid Laurier), who asked a question yesterday about the

treaty in reference to pelagic sealing, that I have this further information which I think it is only right that my right hon. friend should have. The Under-Secretary of State for External Affairs informs me that the ratifications in the matter of the pelagic sealing treaty of the 7th July, 1911, were deposited in the United States Department of State on the 12th December, 1911. This procedure is equivalent to an exchange of ratifications. It was thought more convenient for the four powers to deposit their ratifications in the Department of State rather than go through the somewhat complicated procedure of exchanging ratifications with each other.
