Sir HENRY DRAYTON:

So that the

minister is asking this year for an increase over his actual cost last year of some $65,000. I suppose that has been done on the supposition that his department is going to do a little functioning this year.

It is quite obvious that my hon. friend has a list there but it does not mean that the people referred to were employed or that the money for their salaries was paid. I make it out that my hon. friend is asking for $65,000 over his expenditure of last year. Am I wrong in that supposition? If so I hope my hon. friend will correct me.

It is quite obvious that the number of new appointees is really not illustrative of the situation. The comparatively few employees would never make up that $65,000 increase. I notice there is a new official now, "Director of Publicity"?

Then I notice from what the minister said the last time this matter was up that there is still a further discrepancy in the amount, in that he transferred nine out of this total to Chinese Immigration. They would no longer appear in this vote. Is this correct?

My hon.

friend is not just correct in his statement. They were transferred as well from the outside service into the Chinese service. They were paid while working in the Chinese service from the outside service, so that they were not transferred from this staff. This is the inside service staff.
