I submit that the hon. member for Macleod has not been fully heard. I think he was going on to explain when interrupted that this section if passed now would prevent the formation of smaller banks under section 20.

Mr. FIELDING:

If the hon. gentleman desires to move an amendment to it, I will move that the committee rise, report progress and ask leave to sit again.
