Mr. GARLAND (Bow River):

I was not quite clear on one point. I note that provision is to be made for the appointment of a director and such assistants as may be deemed necessary. I presume these appointments will be made under the Civil Service Act.

CANTEEN FUNDS

of the house if we were to go into committee of supply this evening. I do not know whether hon. gentlemen opposite are agreeable.

Richard Bedford Bennett (Leader of the Official Opposition)

Conservative (1867-1942)

Mr. BENNETT:

I should like to say that we are agreeable, but the gentlemen who had prepared themselves to discuss the estimates of the Minister of Agriculture (Mr. Motherwell) with my friend the former minister (Mr. Tolmie) are not able to do so to-night. We have done a pretty good day's work, and I think perhaps we had better adjourn.

Hon. J. L. RALSTON (Minister of National Defence) moved that the house go into committee to consider the following proposed resolution:

That it is expedient to provide for the disposition and allotment of the canteen funds which were accumulated during the war by *certain units of the Canadian Expeditionary Force in Canada, the Canadian Siberian forces and by the forces stationed at St. Lucia (British West Indies), resulting from the profits of canteens and other like institutions operated by the several units and formations, and for the administration of the same by the provincial board of trustees appointed under the Canteen Funds Act, chapter 34 of the statutes of 1925.

Hon. R. B. BENNETT (Leader of the Opposition) :

There are many members on this side of the house who are very deeply interested in this matter. I mentioned to my friend the minister (Mr. Ralston) that they were not here this afternoon, and I find since that they have gone to their homes outside of the city, not thinking that this measure would be reached this evening. If it is at all possible for the minister, consistent with his transaction of public business, to let the matter stand in order that they might have the opportunity to be here and discuss it, it would be greatly appreciated. I refer to the men who saw service overseas.
