Mr. BENNETT:
There is a matter here to which I directed attention some time ago. Power is given to change the tariff by executive action, and notice is to be given in the Canada Gazette, but the new tariff is to be operative forthwith. As I have said on previous occasions in dealing with other matters, I think notice of fifteen or thirty days should be given, as the case may be. It is rather unfair to provide that a new tariff may be promulgated by executive action without affording at least some opportunity of knowledge to those who may be concerned.
Mr. DUNNING:
I should point out to my hon. friend that this item is exactly the same as it has stood in the tariff since 1914. However, I will bear in mind what he has said.
