PRIVILEGE-MR. POULIOT


Mr. JEAN-FRANCOIS POULIOT (Temis-couata) (Translation): In yesterday's Hansard at page 2777, the hon. Minister of Marine (Mr. Duranleau) charged me with having raised the war cry in the course of the last election. Such tactics is like beating the air. The harder the minister beats the air, (dur en l'eau) the more we have the impression that he is chastising himself. The minister was wrongly informed. His statement is contrary to the truth, I strongly deny it and ask him to withdraw his charge which is unfounded.

I never charged the hon. member with having raised the war cry, but I said that the Grit organization in the province of Quebec raised that cry through two official party organs which were distributed in almost all the houses of the voters in that province. I did not accuse my hon. friend personally; I accused the organs, and if he will read Hansard he will find that is exactly what I said.

With the consent of the house, I move:

That Bill No. 3, intituled an act to amend the Naturalization Act be referred to a special committee consisting of Messrs. Bury, Cahan, Ernst, Euler, Macphail (Miss), Rinfret and Smoke, with power to send for persons, papers and records and to report from time to time.

The names mentioned in this resolution have been agreed upon by the representatives of the three parties in the house.

In view of the fact that the farmers of Saskatchewan are somewhat concerned regarding appendix XII of the Stamp commission report which sets out comparative pool and open market prices covering the years 1924 to 1931, will the Prime Minister state whether the appendix referred to was included in the original report?

My attention has been drawn to the

matter. As I understand it, the appendix was an exhibit filed with the commission, and it was to be included in the report of the commission, but there is upon that appendix some printing which draws inferences that may or may not have been warranted, and that should not have been there. The diagram itself is not a matter of great importance; the objectionable feature is the printing that was put on it, I think by the grain exchange, in connection with certain propaganda, and it should not have been put upon the copy that was printed. That is my understanding of the situation. Either it can be taken from the report, or if any reprints of the report are made, that printing will not appear upon the appendix.

I should like to make a personal explanation. Yesterday I gave notice that I might desire to discuss further standing order 37, concerning the limitation of speech. I wish to say now, as a matter of record, that after hearing the remarks made about the matter yesterday and others that have come to my notice since, I have come to the conclusion that the matter is an involved one and no practical result can be reached at this stage of the session. I therefore wish merely to say that I do not intend to press the point further, but perhaps I may take it up at some future session.
