Speaker was not able to be with us during the earlier part of the session, and I should like to inform him that in his absence a wide discussion was allowed on all estimates. If he is going to confine us to the item under discussion I should like to ask the minister now regarding another appointment about to

be made in his department, namely that of Deputy Minister of Agriculture. Is he in a position to tell the committee and the country who will be appointed? I know the position is not to be filled by the Civil Service Commission.

Speaker desires to exercise some authority, and wishes to show how much he knows about running the committee, why does he not draw attention to the fact that this discussion should come up under civil government? The question raised by my hon. friend from South Battleford is not properly debatable at this point. I draw attention to this merely because the Deputy Speaker is sometimes a little bit smart in pulling us up. I now draw his attention to a point he has missed.
