I should like to direct

the attention of the minister to the fact that a bridge is very badly needed across a river near the town of Empress at the junction of the provinces of Alberta and Saskatchewan. The people of that district have had three or four bad crops, and the construction of this bridge and the building of the approaches would provide work for many farmers with their teams and many day labourers as well. This bridge is on a main highway; it would be of great service to tourists and would be of particular help to the' farmers in that district. The river is crossed by a ferry at that

point, which is very unsatisfactory. This matter has been before the various departments for two or three years, and I should be very glad if the minister could give some indication as to whether such a work could be considered and the steps that should be taken in order to have the department undertake it.

-or between two provinces is not in the first instance a dominion matter. The only contribution the dominion ever makes is when the two provinces get together and agree as to the necessity for the construction of the bridge. They agree to contribute to the cost; they approach the dominion and in some instances, where the traffic is heavy and circumstances warrant, some contribution is made by the dominion. This is never done on the initiative of the dominion; it must be started by the provinces concerned, who must agree as to the need for the work and as to their contribution to the cost, and in some instances the dominion makes a contribution.
