I submit that I am referring to the vote of $10,000 which is to be spent in assisting Spanish refugees, and I am suggesting that if there should be any money left over from this same vote, here is a place where it could be spent. Therefore I am discussing the vote itself.

The hon. member is definitely out of order in discussing under this item what he would like to discuss, and I cannot permit him to do so.

Is this not a question of refugees?
Mr. STIRLING:
Spanish refugees.
Mr. PELLETIER:
I am speaking about Canadian child refugees.
Mr. LAPOINTE (Quebec East):
It cannot be discussed under this item.

The hon. member for Peace River may proceed if he will confine his remarks to this item. Otherwise I cannot permit him to continue.
Mr. PELLETIER:
Well, the item is 611a, to provide for a contribution to the international commission for the assistance of child refugees in Spain, $10,000; and I say that-

-if there is any money left over out of this vote, there are certain refugees here who could well be looked after.
Mr. HARTIGAN:
Why talk of Hull? What about Alberta?
Mr. PELLETIER:
So I think I am in order in discussing refugees. Perhaps I may be permitted to continue.

Surely
there are no refugees in Hull.

Order. The hon. member for Peace River is out of order, and perhaps he knows he is out of order, and definitely so, under this item.
Mr. PELLETIER:
I, of course, submit to your ruling, Mr. Chairman. Perhaps an occasion will present itself under another item to discuss this matter.
