Mr. CHURCH:

The explanatory note sets out the reasons for the proposed amendment. It deals with conscientious objectors and others who under the act as it stands at present are exempt from military service.

I may add that in connection with the proposed amendments there will have to be another bill to amend the National Resources Mobilization Act with respect to exemptions covered by that act. That bill I propose to introduce on Tuesday next.
