I think the appropriate persons to make reply to a question of this kind would be the military authorities, who no doubt have given every consideration to the matter. They may regard it as advisable not to make any public statement at the moment, but certainly this matter is one that should be referred to them in the first instance.

The leader of the opposition (Mr. Hanson) asked me to table copies of the draft agreements between the dominion and the various provincial governments. I am tabling those copies to-day, but in doing so I should like to make the following statement:

A list of the particular taxes which the provinces and their municipalities are to give up will be attached to the agreements as appendix A. Similar lists of the taxes which the provinces and the municipalities will continue to levy will be attached as appendices B and C. Except in the case of British Columbia, these lists have not yet been completed and are not, therefore, attached to the draft agreements which I propose to table.

The proposed agreements are now being gone over and checked by the provincial authorities. Before they are finally signed there may be some minor changes, either in the wording or in the amounts. I have no reason to expect that this will be so, but it is conceivable that some new situation which we do not know of at the present time may make some changes desirable. For example, some province may dispute the accuracy of the figures or some other question of fact.

I do not expect so, but if there should be some minor errors in the figures, we would wish

to correct them. Certainly any changes which may be made will be relatively unimportant, but until the draft agreements have been checked by the provinces I cannot say definitely that they are in their final form.
