Some hon. MEMBERS:
Order.
Order.
Mr. SPEAKER:
Order. I would ask the hon. member not to introduce controversial matters into a denial of statements that have been made by the hon. member for Laval-Two Mountains. He is entitled to deny any statement that was made by the hon. member for Laval-Two Mountains, but he is not entitled to enter into an argument to justify his statement.
Mr. FAUTEUX:
I am referring to the speech of the hon. member for Laval-Two Mountains in which he said that the election was stolen in my county. It is very disagreeable to be obliged to talk about this matter, but I believe it is my duty to justify myself as well as my electors. I believe if the hon. member for Laval-Two Mountains knew the facts he would be the first one to say that this statement is unjustified.
Mr. LACOMBE:
Absolutely, no.
Mr. FAUTEUX:
Only last Monday Mr. Periard went to the Liberal organization in Montreal and offered his services-
Mr. LACOMBE:
I rise to a point of order.
Mr. SPEAKER:
Order, please.
Mr. LACOMBE:
I ask that the hon.
member-
Too late.
Order.
Mr. LACOMBE:
-withdraw immediately.
Mr. SPEAKER:
Order. I understand that the hon. member has completed his statement on the question of privilege. There is no debate upon a question of privilege. The matter is now closed.
Mr. LACOMBE:
Mr. SPEAKER:
Order. The hon. member need not withdraw. There is no debate on this matter.
Mr. LACOMBE:
I want to make a debate on this question raised by the hon. member.
Mr. SPEAKER:
I ask the hon. member to take his seat. The hon. member for St. Mary is entitled to make a statement on the question of privilege and he has done so. There is no debate.
Mr. HANSELL:
I rise to a point of order. Standing order 36-
Too late.
Mr. HANSELL:
It is not too late; I have the floor. Standing order 36 reads:
If anything shall come in question touching the conduct of any member,-
I claim that the member has risen on a question of privilege which is involved in the term, "if anything shall come in question touching the conduct of any member." The standing order continues:
-or his election, or his right to hold his seat, he may make a statement-
Which the hon. gentleman has done-
-and then shall withdraw during the time the matter is in debate.
Mr. SPEAKER:
The hon. member is
referring to the rules of the house which deal with the conduct of an hon. member. There is nothing before the house regarding the conduct of the hon. member; there is only the question of privilege in regard to an election that was held in Montreal.
