1 and 2. As was stated in the House of Commons by the Prime Minister on May 11, the protocol -for the provision of war supplies to the U.S.S.R. is under negotiation and has not yet been concluded. As to the commodities to be included in the protocol, nothing can be added to the information given in the following extract from the statement of May 11:

"The protocol will cover the supplies to be provided during the year beginning July 1, 1943. To avoid giving information which would be of great value to the enemy, the contents of the protocol must remain secret. It is expected that under it the three countries will undertake to make available for shipment to Russia stated quantities of munitions, war materials and essential supplies, subject to modification after consultation, in the event of unforeseen developments in the war situation."

3. As reported by the Minister of Finance to the house on May 11, 1943 (see Hansard,, page 2576) supplies to the value of $61,000,000 (including tanks and armoured fighting vehicles to the value of $49,000,000, shells and ammunition to the value of $3,000,000 and base metals to the value of $9,000,000) are known to have -been transferred to Russia out of supplies given to the United Kingdom under the War Appropriation (United Kingdom Financing) Act, 1942.
