4. Section 10(1) of the Exchange Fund Act, chapter 60 of the statutes of Canada, 1935, provides-

"No person employed in the service of His Majesty or of the Bank of Canada shall com-munciate or allow to be communicated to any person not legally entitled thereto under the provisions of this act or by direction of the minister, any information with respect to the operation of the said special account, or allow any such person to inspect or have access to any written statement with respect to the said account."

5. The Bank of Canada was appointed technical adviser to the foreign exchange control board under the foreign exchange control order

and by agreement with the board is authorized to act as agent or banker for the board and to deal in foreign exchange and otherwise assist or act on behalf of the board. (Section 4(1) of the foreign exchange control order). The governor of the Bank of Canada is chairman of the foreign exchange control board.

6. The foreign exchange control board is a government agency operating under the supervision of the Minister of Finance, subject to the provisions of section 5 of the Exchange Fund Act, and unless otherwise ordered by the Minister of Finance in writing, all moneys in the special account referred to in section 4 of the said act, and investments of such moneys, shall be at the disposal of the board and may be used or dealt with by the board as the board may deem, necessary, or as the Minister of Finance may direct, for the purposes of the Exchange Fund Act or the foreign exchange control order, including the payment of any expenses or losses of the board1 and the acquisition or disposition of foreign exchange, and all receipts or profits of the board shall be placed in the said special account. (Section 5(2) of the foreign exchange control order).

3. From how many firms in the bedding industry have recoveries been made by the corporation on a compulsory basis?

3. Claims have been disallowed or payments made have been reclaimed wholly or in part by the corporation in the case of 45 firms. Such adjustments were required for various reasons. For example, it may have been found, no investigation, that accounting or arithmetical errors were made in reckoning subsidy; or that the costing principles used by the applicant were not approved by the corporation; or that the goods in question were used in the manufacture of goods for export or for sale to the Department of Munitions and Supply; or that there were infractions of the maximum prices regulations in connection with the goods on which subsidy was claimed; or that degradation of quality of finished goods has occurred, with the result that current costs were not properly comparable with basic costs used in calculating subsidy.

4. The corporation has not laid charges against any bedding manufacturers. The laying of such charges is contemplated in two cases.

The government wharf has been sold to the Powell River Company, Limited, for $50,000 as a result of a long series of negotiations, wherein the company have shown that they have a post-war expansion programme, which incorporates the material enlargement of their industrial establishment at Powell River in the amount of $13,000,000. To carry out this post-war programme, the area on which the government wharf is located will be required as a site for the various buildings and facilities included in the above development. Certain parts of this development are to be undertaken immediately and work has already started on the necessary dredging in the vicinity of the wharf.

4. Yes, subject to the condition that the company shall give proper accommodation at its own wharf to the present traffic at Powell River, until suitable wharfage facilities have been provided by the department at Westview.
