That is the man to whom you go to find out where the * Conservative party stands and what the Conservative party will do should it take office, and should it be so fortunate and should the Dominion of Canada be so unfortunate as to have it take office.

Therefore, Mr. Speaker, I turn to an amazing statement made by Mr. John Bracken on June 24, 1944. He said:

The plan has all the earmarks of a politica' bribe.

McTague does not count. It is the butterfly that decides the policy so far as the party is concerned. Neither McTague, the leader of the opposition nor the hon. member for Lake Centre decides the policy. Mr. John Bracken used these ugly words with reference to this measure. In doing that I suggest to this house that he has definitely and irretrievably set himself in opposition to family allowances; because I take it, Mr. Speaker, that this gentleman would not himself be a self-confessed briber of the

public. Therefore it is settled for good and all that the Conservative party under the leadership of Mr. John Bracken is irretrievably opposed to family allowances and will make no promises or approaches to family allowances at least prior to the coming election.
