I want to ask the Chairman if I have the right to rise on a question of privilege. I am not anxious to have the advice or the opinion of those across the way until I want them. Do I have the right, Mr. Chairman, to rise on a question of privilege?
The CHAIRMAN:

Mr. MACKENZIE (Vancouver Centre):
On a point of order, Mr. Chairman, I think the. rules of the house specifically lay down the procedure. Your ruling has been appealed from by the hon. member for Parkdale. I think the procedure is specifically laid down as to what you should do, Mr. Chairman, you should report the matter to the Speaker of the house. ,
Mr. GRAYDON:
The Chairman has already granted me the right to rise on a question of privilege. My hon. friend ought to know the rules. He ought to know that a point of order does not take precedence over a a question of privilege.
Mr. MACKENZIE (Vancouver Centre):
It certainly does.
Mr. GRAYDON:
The reason why I rose
was this. The Chairman had neglected and omitted to mention that at the close of the proceedings at1 six o'clock the acting chairman who was then in the Chair gave what I thought was a ruling at that time.
Mr. MACKENZIE (Vancouver Centre):
No, he did not.
Mr. GRAYDON:
I think we ought at
least to have the record of Hansard before us to see what the acting chairman actually said at that time before the Chairman attempts to make his ruling at this time.
The CHAIRMAN:
I believe the leader
of the opposition has the right to call for the record to see what was said by the acting chairman at six o'clock. This is what the record states:
Mr. Bruce: I have already said that I made no reflection and intend to make no reflection on any hon. member. I can quite understand the sensitivity of the Prime Minister. Perhaps he is thinking back to the Beauharnois scandal.
Some hon. Members: Withdraw.
The Acting Chairman (Mr. Golding):
I think the hon. member has intimated that he does not wish to east a reflection.
