After I did so, he resumed his seat, and before five members had risen I gave the floor to the hon. member for Victoria, B.C., who proceeded to reply to a question which had been asked. I understand many members rose, but the hon. member did not then have the floor.

The rule is clear. At a certain time any hon. member has the opportunity of moving the adjournment of the house, but that opportunity was not taken advantage of on this occasion. Moreover, according to a previous decision in 1932-I am sorry I have not the decision before me at the moment-there is no appeal from Mr. Speaker's ruling in this regard.

May I make a brief comment on the point of order? The hon. member for Fraser Valley has moved the adjournment of the house to permit the discussion of an urgent problem facing his community, and Your Honour has ruled that at this point it is out of order. The same decision has been made on similar occasions previously, and supported by the house. I should like to make the observation that immediately before the orders of the day are called, the motion would be in order.

I suppose it is purely by indulgence of the house that I speak to the point of order. However, there seems to be a feeling among hon. members that the ruling is wrong, or that it is not justified. May I point out that this same ruling has been made time and time again. The standing order states:

Leave to make a motion for the adjournment of the house (when made for the purpose of discussing a definite matter of urgent public importance) must be asked after the ordinary daily routine of business (standing order No. 15) has been concluded and before notices of motions or orders of the day are entered upon.

And if one refers to standing order 15 he finds out what is meant by "the ordinary daily routine of business". One finds this:

The ordinary daily routine of business in the house shall be as follows: Presenting reports

by standing and select committees; motions; introduction of bills; first readings of senate bills.

The ruling has been made repeatedly in the house, as it has been to-day, that the motion must be made after the ordinary daily routine of business, as defined in standing order 15, is concluded.
