On the orders of the day:

PC

Hon. GROTE STIRLING (Yale):

May I ask the Minister of Labour whether it is true, as is alleged, that only seamen carrying a

Canadian seamen's union card are being allowed aboard the ships now controlled by the government?

Hon. HUMPHREY MITCHELL (Minister of Labour):

I have no knowledge of that, but I shall be glad to look into it. I may say that they are moving through the national employment service offices on to the ships. That is the machinery which is being used.

On the orders of the day:

PC

James Angus MacKinnon (Minister of Trade and Commerce)

Hon. J. A. MacKINNON (Minister of Trade and Commerce):

I rather expected that I would be asked such a question to-day, and I came prepared to make a brief statement to the house with regard to the progress being made in negotiations looking towards a wheat contract between Canada and the United Kingdom.

For the past ten days negotiations have been carried on between experts representing this country and the United Kingdom. Substantial progress has been made in regard to the terms of such an agreement, in spite of the difficulties involved in placing the sale of a large volume of wheat on a contract basis for an extended period. A number of important considerations have now arisen which must become a matter of reference to the Canadian government and the United Kingdom government. As soon as these matters have been dealt with by the respective governments, negotiations will be resumed on the terms of the proposed contract.

Would it be possible to table a copy of the conciliation officer's report at the same time?

Mr. MITCHELL:

It is not customary to table the report of a conciliation officer. It is a report made to the minister. May I give an example of how careful one has to be in these things? We had two commissioners looking into the printers' strike in Winnipeg. I have received representations from the union not to table one of the reports. This thing cuts both ways. If my hon. friend would like to read the other report himself, I shall be glad to show it to him.

IMPORTATION OF JEEPS FROM THE UNITED STATES

On the orders of the day: Mr. NORMAN J. M. LOCKHART (Lincoln): I should like to ask a question arising out of information which has been sent to me about the importation of small jeep cars from the United States. Some of the automobile employees have objected to the importation of these cars. Has the minister any knowledge of it, and if so will he give the house some information in respect to it? I have just received a telegram which states that the jeeps are coming in duty free.
