I am coming back to the
$30 a month.
The CHAIRMAN:
The hon. member is
using the section under consideration to assist him in describing .what he believes is a proper fiscal system for Canada.
Mr. QUELCH:
I cannot hear you, Mr. Chairman.
The CHAIRMAN:
The hon. member is not talking about the old age pension bill. He is talking about some financial system or some
fiscal system, and he is using the section under consideration as an example, which I do not think is proper.
Mr. QUELCH:
Mr. Chairman-
The CHAIRMAN:
Order. May I ask the hon. member to discuss section 4 of this bill and not other problems?
Mr. QUELCH:
Mr. Chairman, I apologize to the committee if I did not make myself clear. I was not trying to discuss the financial system or the economic order. I was trying to discuss whether or not we could afford tc pay a decent pension, whether, instead of pa}ring $30 a month, we could not afford to pay $50.
Mr. MARTIN:
Would the hon. gentleman permit an interruption? I am sure he will accede to this request. Before the bill is through, if he wants to have an opportunity of discussing this matter, I will try to find 'some way of providing it. But in view of the long discussion, and in view of the fact that there will be an opportunity to raise the point he has in mind, would he mind facilitating the passage of this section?
Mr. QUELCH:
There is just this point. If I can have the guarantee that at some stage in committee we can have a discussion on this question, I am willing to let it go at the moment.
Mr. MARTIN:
I will try to answer it.
Mr. QUELCH:
There is no use in waiting until third reading, because we cannot get an answer then.
Mr. MARTIN:
I will try to answer the hon. gentleman later.
Mr. QUELCH:
Sometime during the passage of the bill through committee?
Mr. MARTIN:
Yes.
Mr. QUELCH:
And at that time I shall be allowed to discuss the matter, and reply to the minister?
Mr. MARTIN:
I will try to answer.
Mr. QUELCH:
I want that assurance,
because this is the only section upon which we can discuss this matter.
Mr. MARTIN:
No, there are others. I will try to answer the hon. gentleman.

The minister will guarantee that?
