On August 25,1941, barley came under export control and a permit was required for all exports.

2. A fee of $2 was charged for all export permits, regardless of commodity, until May, 1946, when the practice was discontinued and permits were granted free. An equalization fee, however, was placed on barley in 1943, and the following table indicates the amount of equalization payment which was recovered on exports of barley.

It is not customary, nor, except under most unusual circumstances, is it appropriate, to make public reference by name to persons who communicate with departmental officials on matters of private concern. To violate this procedure might result in the disclosure of the personal and business interests of individuals or companies in a way that would be unnecessarily detrimental without serving any valid public purpose. In the present instance it is felt that the publication of the names of the persons and companies involved would not result in

any public benefit, but would be an unwarranted disclosure of documents which it would not be appropriate, nor in accord with official policy, to publish.

UNITED STATES BASES ON BRITISH TERRITORY

Have there been any negotiations with the governments of Britain or the United States, with reference to the bases which the latter country was granted for a 99 years lease by Britain during the battle of the Atlantic, with a view to having this lease cancelled and charged to lease-lend, as is proposed?

2. What action is being taken in the matter, or are any conferences being held in relation to the same?

1. The Canadian government has not taken part in any negotiations on this subject and is not aware of any negotiations.

2, In 1938 there were less than 200 Indians under treatment for tuberculosis.

3. No. There are approximately 900 deaths per annum from tuberculosis among Indians. It is considered by competent authorities that for a fully adequate program there should be three patients under treatment for each death per annum; in other words that an efficient survey program would find about 2,700 cases requiring treatment.
