How many pounds of malt can be obtained from a bushel of barley?
Mr. McCANN:
The standard is 75 pounds of malt from 100 pounds of cereal.

Before you leave the chair, Mr. Chairman, I should like to introduce one amendment which will take into account the resolution which was passed yesterday with respect to the Excise Act. That resolution read:
Resolved, that it is expedient to introduce a measure to amend the Excise Act to repeal,
effective on and after May 19, 1948, the excise duty on spirits used in the production of vinegar.
The amendment which I will ask my colleague to move will obviate the necessity of opening up the Excise Act again to incorporate in the statute the resolution proposed.
Mr. ST. LAURENT: I move that:
1. Paragraph (c) of the second proviso to the first paragraph of section one of the schedule to the Excise Act, 1934 is repealed.
2. The third proviso to the first paragraph of section one of the schedule to the Excise Act, 1934 is amended by adding thereto the following paragraph:
"(ii) that spirits used solely in the manufacture of vinegar by a manufacturer of vinegar licensed under this act shall be subject to no duty of excise."
Mr. KNOWLES:
The purpose is simply to give statutory effect to the resolution respecting vinegar, which we passed the other day when in committee of ways and means?
Mr. McCANN:
That is right.

Is it moved as an amendment to Bill No. 228?
Mr. McCANN:
As an addition to the bill.
Mr. FULTON:
To add the two clauses read?
Mr. McCANN:
Yes.

I think it would help if the minister made a statement as to the reasons for the amendments proposed in the bill.
