Never mind; I have the floor. My question is urgent. I am addressing my remarks to you, Mr. Speaker. My question is prompted by an article which appears in this morning's press.
Mr. Speaker:
Order. The hon. member knows perfectly well what the rules are; in asking a question he is not allowed to make a statement.
Mr. Kidd:
Let the minister answer my question.

The minister will comply with the rules of the house and with the directions of the Speaker. If the Speaker says that the question is in order, I will answer it. If it is not in order, it ought to go on the order paper, in which case I will answer it in due course.
