should like to ask a question of the Minister of Justice arising out of the submission to the Supreme Court of Canada with regard to the wartime leasehold regulations. In the judgment did the supreme court state that there was in fact an emergency existing, or did they accept the declaration of parliament, or that contained in the preamble to the regulations, of the existence of an emergency, and base their judgment on that assumption?

This bill adds a new

section to the Industrial Relations and Disputes Investigation Act. The object of the new section is indicated therein-to give power to the board to make an order requiring an employer to reinstate any employee discharged contrary to the provisions of the act, and to pay such employee the monetary loss suffered by reason of such discharge.

Mr. Argue:

The purpose of this bill is to

take into account the superior education and training now given Canadian youth; also the fact that at eighteen years of age Canadians are considered sufficiently mature to serve in the country's armed forces. It therefore seeks to amend the Dominion Elections Act by reducing the eligible voting age from twenty-one to eighteen.
