But that is not the whole of Canada, and I was talking about the whole of Canada. And, as I recall it, if my recollection of history serves me correctly, British Columbia pretty well settled the Indians of that province before the dominion government took over. The result is that the British Columbia Indians are perhaps more fortunately situated than those of any other province. My recollection is that when British Columbia entered confederation she stipulated that the dominion government should take just as good care of the Indians of that province as had been given them by the province.

The hon. member will have a clear floor when I have finished, and he may say all he wishes to say. If he can find any fault in what I am saying, I shall be ready to take it back. But I suggest that he had better assume that I know what I am talking about, because I live alongside a reservation, just as he does.

I doubt exceedingly that there is a reservation in Canada today equipped with adequate resources to support the Indians living thereon. To the extent to which any reservation is unable to support those Indians, this parliament ought to make moneys available; and we should have the principle laid down whereby the resources of a given reservation can be supplemented by one means or another.

Leadership should be provided in developing self-sufficiency among the Indians. That may not mean much until we probe into it a bit; but there are a great many things the Indians could do on an ordinary reservation -if they had the leadership-to supply the needs of the Indians living on the reserves- as was done ninety years ago on the reserve I live near.

With wise guidance and a little supplementary assistance the Indians could be enabled in large measure to become selfsufficient on their reservations. There are living out in Alberta a group of people-

It is not a stupid question. Come up to Golden Lake reserve in my riding, where I initiated something in the way of leadership which has proved most successful. They are as happy a community as is to be found anywhere in Canada.
