Mr. Speaker, I desire first of all to associate myself with the expressions of the hon. member from Saskatchewan who spoke recently on the wheat question.

I rise to voice a grievance against the practice of the government of Canada.
Why?
Mr. Blackmore:
My grievance is that His Majesty's present government in Canada has mismanaged the financial affairs of Canada-

*-and that as a result there is obvious danger to the people I represent in this house. Specifically, Canada's Department of Finance is failing to keep enough money circulating in the hands of the appropriate people to ensure the health of the body economic of Canada.
Money has been fittingly characterized as the bloodstream of any community's economy. It is essential therefore for the economic health of Canada that money should visit regularly in adequate quantities every unit of the Canadian community.
In this age of abundance in which we live, abundance resulting from the employment of machines, solar energy and technological skills, it is no longer possible for any government to maintain adequate working circulation of money in the state with only debt-money at its disposal.
To help focus attention upon the thesis I desire to dwell upon, may I place before the house two monetary pronouncements of compelling significance for these times we live
