These figures are given below (with the adjustment necessary to eliminate employer and employee contributions to social insurance and government pension funds, which, although forming part of the compensation for services performed, are not actually received by the employee within the year). Other elements of personal income received by the labour class include transfer payments such as family allowances, and investment income such as dividends, interest, and rents, but no information is available with respect to the amounts of these latter forms of personal income received by the labour class.

The answer is as follows:
1. All orders in council, including those emanating from the Departments of Defence Production and Trade and Commerce, which are required to be published by the Regulations Act or by any other statutory provision, have been and are published in the manner prescribed in the relevant statute, unless exempted from publication under section 9 of the Regulations Act, in which event the exempting order itself is published. In addition, all orders in council, including those not required to be published, are listed in the summary of orders in council which is tabled in the house monthly.
2. Since this question contains no limitation as to time, it could not be answered without conducting a lengthy search dating back to the origins of the Department of Trade and Commerce. As a matter of current

practice and since the Regulations Act came into effect on January 1, 1951, all orders in council made in the exercise of a legislative power conferred by or under an act of parliament or for the contravention of which a penalty of fine or imprisonment is prescribed by or under an act of parliament, are published in part II of the Canada Gazette unless specifically exempted from such publication under the Regulations Act.
