Francis Alvin George Hamilton (Minister of Northern Affairs and National Resources)

Progressive Conservative

Hon. Alvin Hamilton (Minister of Northern Affairs and National Resources):

Mr. Speaker, I should like to say a word or two in answer to the question asked yesterday by the hon. member for Burnaby-Coquitlam requesting the federal government to reopen negotiations with the government of British Columbia to make a national park out of Garibaldi park. Garibaldi park is provincial land, and it would hardly be proper for the federal government to make any suggestion to the government of British Columbia that the land be turned over to the federal government for use as a national park. If at any time the government of British Columbia wished to suggest such a step, the government of Canada would of course be prepared to give the proposal careful consideration.

CASH ADVANCES FOR FARMERS RENTING

Co-operative Commonwealth Federation (C.C.F.)

Mr. H. A. Bryson (Humboldi-Melfori):

Mr. Speaker, I should like to direct a question to the Minister of Trade and Commerce involving the repetition of a question I asked some time ago. I imagine that by this time he has had representations from farm organizations drawing his attention to the problem. Will the government consider amending either the cash advance legislation or the Canadian Wheat Board Act in such a way that farmers who rent land may be able to obtain cash advances on the acreage they cultivate?

Mr. Speaker:

I am not certain whether that question should be asked. It seems to me that the house has already dealt with the matter of cash advances.

Mr. Speaker, may I say that I took up this matter with the minister, and he was good

Inquiries of the Ministry enough to say that if enough requests were made the matter would be reconsidered. With respect, I think the question should be allowed.

Hon. Gordon Churchill (Minister of Trade and Commerce):

Mr. Speaker, I may say that some representations have been made to me regarding the difficulty of renters getting landlords' signatures in order to make it possible for the renters to obtain cash advances. I pointed out in a communication to the hon. member for Rosetown-Biggar that I had not received many such protests, but naturally if difficulties are caused and hardships result we will have to give serious consideration to the problem. At the moment I am not sure how extensive the alleged hardship is or to what extent arrangements can be made at this time to ease the problem, but I am quite prepared to give it consideration.

Has the minister had any representations from farm organizations in regard to this question?

Mr. Churchill:

Not that I can recall. I have heard from individual farmers and perhaps some local has sent in a letter; but when you speak of farm organizations, I have not heard from the large farm organizations on this particular problem.

Mr. A. M. Nicholson (Mackenzie):

I wonder if the minister received representations from the rural municipality of Porcupine setting out this problem? My attention has been drawn to a case where a death has taken place and the executors have refused to sign a release, so the farmer who is renting the land is not able to get a cash advance on his own property.

Mr. Stanley Knowles (Winnipeg North Centre):

Mr. Speaker, may I direct a question to the Secretary of State. Is the hon. lady in a position to answer my question of yesterday regarding the case of Mr. J. George Neuspiel? In view of the fact that he has been reinstated without any impairment of his position, could we now be told what were the reasons for his dismissal?
