Right Hon. J. G. Gardiner (Melville):

May

I ask a supplementary question to that asked by the member for Assiniboia a few moments ago, relating to the announcement which I heard myself last night over the radio to the effect that consideration was being given to the building of dams at approximately the source of the Thames river, and in connection with developments along the Ausable river in Ontario.

I think since the original question was answered by the Minister of Agriculture I should address this question to him. Similar work was being carried out at the headwaters of the Assiniboine river, which is partly in Manitoba and partly in Saskatchewan, and also in relation to one or two of the rivers in that area. I would like to know if the works in that area are being proceeded with, as they are works similar to those which are being undertaken in the other areas I have mentioned.

Mr. Harkness:

I do not know what specific works the right hon. member for Melville has reference to. There are several small dams on which surveys are being carried out in some cases, and in other cases some brushing work is being done in preparation for the building of dams.

Mr. Harkness:

I do not recall the situation exactly as far as the Kamsack area is concerned. I do not think anything has got beyond the survey stage as yet.

Mr. G. H. Castleden (Yorkton):

May I ask

a question supplementary to that asked of the Minister of Agriculture by the right hon.

member for Melville with regard to flood control dams on the Assiniboine river in the Kamsack area. Would the minister consider giving a report to the house as to what has been done with regard to this matter by the previous government, particularly with regard to making any contracts or firm commitments with respect to the building of these dams?

REQUEST FOR INCREASE IN PENSIONS OF SUPERANNUATED CIVIL SERVANTS

Stanley Howard Knowles

Mr. Stanley Knowles (Winnipeg North Centre):

Mr. Speaker, may I direct a question to the Minister of Finance. In view of the appointment of Professor Gordon Huson to make a study of old age security in this country and old age and survivors insurance in the United States, and in view of the fact that Mr. Huson has said that this study might take a year, may I ask whether this has any bearing on the action that might be taken with regard to retired civil servants? In other words, will the government take action on this matter at an early date without waiting for Professor Huson's report?

Hon. Donald M. Fleming (Minister of Finance):

I do not think the reference to Professor Huson and his inquiry has any direct bearing upon the question of superannuation allowances for retired civil servants.

Mr. Knowles (Winnipeg North Centre):

Then may I ask the minister whether it is still the intention of the government to take action on that matter at an early date, if not before this session ends then certainly at the beginning of the next one?

I have answered the same question from my hon. friend already a number of times at this session. The answer is just the same as the one I have already given him.

Mr. M. J. Coldwell (Roseiown-Biggar):

May I ask a supplementary question. I notice that the inquiry is to be confined to social security in the United States. Would the government consider expanding that reference to take in the Scandinavian countries, the Netherlands and so on, where plans of this description have been in effect, I believe, longer than in the United States,

Agricultural Products-Price Stabilization

plans which are somewhat different but are Mr. Churchill: Yes, I do get the publication quite satisfactory to the people in those and all other hon. members also get it, so countries? why is the question asked in the house?

Mr. Fleming:

The statement made by the Prime Minister on this subject on Monday indicated, as I recall it without definitely referring now to Hansard on the point, that Professor Huson would be free to make reference to the systems in effect in other countries so far as was necessary for the purpose of the inquiry that he has been asked to undertake. It must be borne in mind, of course, that if that inquiry goes widely afield it will take that much more time.

Mr. Daniel Mclvor (Fort William):

I

should like to ask a supplementary question of the Minister of Finance. I cannot give him any notice of it. I have understood, and I want to know whether it is true, that the government is committed to granting increased pensions to retired civil servants on account of the speech made or the answer given to a question by the Minister of Justice.
