I should like to know what steps have been taken lately, if any, to start the construction of the new diesel repair shops planned for Senneterre, Quebec, by Canadian National Railways, in view of the fact that this would correct in part a serious unemployment situation as well as bring about an important development in the area?

Mr. Speaker, I rise on a question of privilege. My point of privilege is that the Minister of Finance, a responsible minister of the crown,

Inquiries of the Ministry said on December 4, as recorded on page 1849 of Hansard, that all the estimates will be dealt with in committee, that the ministers will be before the committee of supply and that our rights would not be curtailed in any way. My point of privilege is that the minister cannot now repudiate that promise.
