Mr. Speaker:

I think the questions are now verging on opinions on a legal problem, if the hon. member will permit me to say so, and we have had pretty substantial discussion on the subject. It can be dealt with more effectively on the estimates.

Mr. Harold E. Winch (Vancouver East):

should like to direct a question to the Secretary of State for External Affairs. Is the

minister now in a position to inform the house whether studies are continuing in his department, preparatory to the reconvening of the fifteenth general assembly of the United Nations, to carry forward the proposals which he made in the No. 1 committee in November and December, calling for a cessation of nuclear tests and no expansion of the nuclear club?

Hon. Howard C. Green (Secretary of State for External Affairs):

Mr. Speaker, the hon. member has mixed up two or three issues which we were dealing with at the United Nations. The fact is that preparations are under way now in the department for the resumed sitting of the United Nations.

ALLEGED SEEKING OF OUTSIDE

MILITARY AID

On the orders of the day:

CCF

Hazen Robert Argue

Co-operative Commonwealth Federation (C.C.F.)

Mr. Hazen Argue (Assiniboia):

I should like to direct a question to the Secretary of State for External Affairs. Would the minister care to comment on the press report that President Kasavubu is seeking military aid outside of the United Nations? Would he comment also on the report that Belgium is organizing a foreign legion to battle the pro-Lumumba forces?

Hon. Howard C. Green (Secreiary of State for External Affairs):

I could not comment on this statement. I did read the press dispatch myself, but I think this was not a statement addressed to the United Nations by Kasavubu. I believe it was reported as a statement he had made to some reporter or some other person in the Congo.

There is no evidence that Belgium is recruiting a foreign legion.
