Since January 1, 1957, has a Mr. Jack Diamond of Vancouver, British Columbia, either in his capacity as an individual or as an associate with Pacific Meat Company Limited, Vancouver, British Columbia, completed and mailed or delivered any return of income as required by the Income Tax Act, and, if so, for which years?

2. Have any of the said returns been processed by the Department of National Revenue, and, if so, was it discovered that there was any wilful evasion or attempt at evasion to pay the proper tax payable by him, and, if so, what are the details of any such evasion or attempted evasion so discovered?

3. If the answer to question No. 2 is yes, was any action taken to (a) impose penalties and, if so, what were they, and (b) prosecute and, if so, what is the result of the prosecution?

1. The conference was decided upon at a meeting held between the minister and the Canadian wheat board on February 9. Invitations were extended by the minister and the wheat board, and arrangements for the conference were made by the Canadian wheat board.

2. Invitations were issued to the following organizations:

Canadian Pacific Railway Company, Montreal; Canadian National Railways, Montreal; Vancouver chamber of shipping, Vancouver; Vancouver merchants exchange, Vancouver; Vancouver grain exchange, Vancouver; the shipping federation of British Columbia, Vancouver; national harbours board, Ottawa;

Mr. Speaker, the answer to part 1 is yes. With respect to parts 2 and 3, the competition was held on December 12, 1960. There were five candidates of whom three qualified in the following order: Mr. Marc Paul, Mr. J. Camille Bellemarre, and Mr. Roger Hogue. The results of this competition have been announced.

It is the policy of the commission not to divulge the names of unsuccessful candidates in any given competition. Similarly, the commission considers it in the public interest to regard the marks obtained by any candidate as confidential.

Of the five candidates in this competition, two were entitled to the veterans preference. Neither qualified. The top-ranking candidate, Mr. Marc Paul, has now been offered and has accepted the position.
