Mr. Speaker, I wish to direct a question to the Acting Prime Minister. In view of a report in the Ottawa Citizen of April 3 entitled "NATO Nuclear Policy will set 'guide lines' ", can the Prime Minister assure the house that the Canadian delegation at the NATO permanent council will press at the forthcoming Athens meeting for a new strategy involving progressively diminishing reliance on nuclear weapons and more and more reliance on disengagement and disarmament?

In view of the report in today's Globe and Mail that the Ontario court of appeal has allowed the appeal of the minister from the judgment of Chief Justice McRuer, concerning the recommendation of the board of broadcast governors for a satellite of station CFQC-TV Saskatoon at Stranraer, Saskatchewan, can the minister say whether he will now grant the licence immediately?

I have asked the law officers of my department to peruse the reasons for judgment as soon as possible so that a licence may be granted without delay. I know that my hon. friend wants his constituents to be able to watch the hockey play-offs, and I assure him we will do everything we can to please him.
