I think, Mr. Speaker, you will agree I am being asked to give a legal opinion, and I do not believe it is my function to give a legal opinion any more than it is the function of the Minister of Justice under our rules to give a legal opinion to the house. However, I think it should be clear by now that we have proceeded on the basis that it is a question of divided jurisdiction and that is why we have been working so hard to get a satisfactory agreement with the government of British Columbia which has so far proven impossible to do.
