Hon. E. J. Benson (President of fhe Treasury Board):

1 (a) Formal requests in the form of applications for undertakings to insure, or applications for direct C.M.H.C. loans, or applications for federal assistance under section 35A of the National Housing Act were received for 36,974 rental dwelling units in 1967. (b) Loans and investments were approved for 35,460 rental dwelling units, (c)

March 4, 1968

Questions

Of the rental dwellings for which federal assistance was approved, 9,848 dwelling units were low rental, financed under sections 16A, 35A and 35D of the National Housing Act. (d) The corporation has not refused assistance for any rental application for which a formal request has been received, though in some cases the applicant has decided not to proceed further. Prior to the submission of formal requests, discussions may take place between a potential applicant and Central Mortgage and Housing Corporation. If in the course of these discussions the corporation found that a tentative proposal was ineligible, or unacceptable for other reasons, the prospective applicant would be so advised and would not therefore be likely to submit a formal request

for assistance. Records of these discussions, which vary widely in their nature, are not maintained.

2. (a) (b) and (c) Data on formal requests received for assistance under N.H.A. public housing programs are maintained only on the basis of C.M.H.C. field office areas. For the reasons noted in 1(d) above, however, data on these formal requests would differ from data on assistance actually approved only in timing or where the applicant decided not to proceed. So far as assistance under public housing programs is concerned, any eligible application has not been refused. Data on assistance approved under sections 16A, 35A, 35D and 36B are shown in the following table.
