Mr. Knowles:

Mr. Chairman, an hour or so ago I started to ask a question but was cut off in the middle of it. Is the minister who is responsible for this item in a position to say anything with regard to collective bargaining on parliament hill? As the minister knows, the joint committee on the public service of Canada recommended in its report about a year ago that something be done on parliament hill comparable to the arrangements made for the public service generally. Has any progress been made in this connection?
