Mr. CRERAR:

The purpose in reducing
the rate to five per cent-and parenthetically I may say that it has always been five per cent except for a brief period at the beginning-is to bring it more into line with the
rate charged in connection with federal farm loans. I may be wrong but my impression at the moment is that the rate there is five per cent.
